Its newest analysis about Oakland’s Budget reflect the same kind I have seen from such groups and organizations as Make Oakland Better. All of them sign the tired song of Oakland’s overspending on employee payment and pay zero attention to economic development. Not surprisingly, the way to solve the problem of deficits is not paid attention to while it’s under the collective nose of my City of Oakland (that I served as economic advisor for from 1995 to 2001) and its residents. The main problem is Oakland’s revenue collection increase rate is far lower than it needs to be to avoid deficits. To take one example, a healthy city like Orlando, Florida, has a property tax revenue take that is 47 percent of the total revenue collected. On the average, a city’s property tax AKA ad valorem tax, is 30 percent of its collected revenue. In Oakland, it’s just 15.2 percent. And adding local tax (which is sales tax and other fees) adds only 14.8 percent more money, for a total of 29 percent. In Orlando, if we add the sales tax, that’s 9 percent more, and means that 56 percent of total revenue is property tax and sales tax. This year, Orlando was able to increase the number of hires in key public safety areas. It realized that position because of actual sales tax revenues that far outpaced projections by $10 million annually on the average for Fiscal Year 2023 and Fiscal Year 2024. And so what’s the main driver of this revenue? Tourism Orlando drew 74 million visitors for the second consecutive year, after a Pandemic drop-off that saw just 35 million come to the City known for Disney World. Orlando draws almost double the people that go to Las Vegas annually, which is just over 40 million. So, the answer to a rebound is people. And at a time when residents are leaving cities, including Oakland, in great numbers, having an active tourism industry is a must. Oakland has not only not paid attention to that message, my City has seemed bent to chase away businesses that could be and have been the reason why people came to our town. The Oakland Raiders, Golden State Warriors, and soon the Oakland A’s are leaving. On top of that, the City of Oakland has made no real effort to plan a facility to retain them. And additionally, Oakland has no major manufacturing facility that commands a large assessed value number, like an auto plant. Indeed, Oakland should revisit its entire view, or lack thereof, if the manufacturing industry. In short, economic development is the problem. We have to increase the number of visitors in Oakland. We have to avoid raising property taxes and form a plan to use tax increment financing to catalyize development. We don’t have an economic plan that’s mated to our budget needs. It’s past time to form one and implement it. Empower Oakland doesn’t get it. Thank you for your time and consideration.
