In the Oakland Mayoral Special Election Debates a lost conversation in all of the ridiculous but constant discussion and questions about the rather-simple-to-solve problem of Oakland’s Budget Deficit is what will happen to Oakland’s City Administrator,Jestin Johnson? Mr. Jestin Johnson literally just arrived on the scene early in 2023,but now it’s 2025 and we’re speeding toward an eventual April 15th Special Election Day. Neither candidate has said what they will do with respect to the future of Mr. Jestin Johnson:keep or replace? Thanks to Measure X,passed in 1998,and created by Jerry Brown as he was running for Mayor of Oakland,the Mayor has the power to hire and fire the Oakland City Administrator. Before Measure X,the Oakland City Administrator was called The City Manager and a five-vote City Council objective had to be reached to fire that person. Today,the City of Oakland has had a higher rate of staff turnover that directly points to the impact of Measure X. That rate also means that Oakland has lost a good portion of its institutional memory. In other words,Oakland’s not retained people who knew how we did something well. If the next Mayor elects to change from Mr. Jestin Johnson,the problem will continue all over again. Why? Because the same new Mayor has to run in the 2026 Oakland Mayoral Election,and that person could lose to someone else,that’s why. And that someone else would want their own Oakland City Administrator.. The best answer is to cut off the ability to hire the CAO and Fire the CAO,but that would damage the Mayor of Oakland’s overall power. Ultimately,this Oakland blogger believes a return to some form of adjusted Council-Manager form of Government is best. Something that gives the Mayor more power but not so mch that the City becomes hyper-political. That’s where we are now. We need to have this talk with out candidates. Stay tuned..
